Full introduction of HIPs may slow availability in 2008 and a shortage of new-build property generally is forecast by the HBOS for the medium-term up to 2020.

Any reduction in supply will have an impact on prices in the areas most affected, but it is too early to forecast an improvement in the general market conditions.
